Maybe I'm missing something here, but by moving these belts to "exploration" what exactly are you trying to do? I can already forsee a nice spike in ore, mineral, ship, and module prices across the board. What is it thats so wrong with the current asteroid belt system that needs total overhauling? Other than the obvious macrominer threat, I cannot see any legitimate reason for an unncessary change to mining.
As one of the other posters stated, Mining is a VERY skill heavy profession, and adding more skills to their skillset would undoubtedly drive miners away from mining at a steady pace.
If the ONLY reason for this change is to deter macro mining (which I am unclear as to whether or not it is) then perhaps changing the way belts are dealt with in empire (both high sec and low sec) and leave the 0.0 belts alone. I am not saying there are NO macrominers in 0.0, but in comparison there are far more miners in highsec empire than there ever will be in 0.0.
And if the changes are being thought of to "improve" or make mining "more fun", theres got to be other ways to do it than to make the belts exploration sites. Perhaps making mining a little more user interactive than "fly to asteroid belt, get in range of half the field, lock max targets, fire up mining lasers, empty cargo into a jet can" and then rinse and repeat. The mining process is very tedious, as i know some people may disagree because they like being able to mine and be semi-afk, but i feel that mining can be made more fun....and making the belts "Deadspace only" is an idea that clearly hasnt been thought through by the devs fully.
